Tory Tax Idea May Hit RRSPs

The strategy for investing outside a registered retirement savings plan would be to buy stocks, sell them to lock in gains and then reinvest. There would be no taxes to pay under the Conservative plan until you stop reinvesting. At that point, money withdrawn from an account presumably would be taxed under the current capital gains rules.
